Reserve Zones and Load Zones have a relationship, but it is not exclusively a one-to-one relationship. Reserve Zones can be contained inside of a single Load Zone, in the case of SWCT and Rest of CT Reserve Zones. A Reserve Zone can also be comprised of many Load Zones, as is the case with Rest of System Reserve Zone, which is associated with all Load Zones except CT and NEMA. The only one-to-one relationship that is currently defined is the NEMA/Boston Reserve Zone and Load Zone relationship.
