What is NCPC-Special Constr Resource?
Net Commitment Period Compensation (NCPC) is the "make whole" payment to an eligible Resource and/or external transaction that did not recover its offered costs from the Energy Market during an Operating Day. NCPC - Special Constr Resource payments are calculated for resources that were run at the request of a Transmission Owner or Distribution Company to provide relief for constraints not reflected in the ISO's systems for operating the New England Transmission System. NCPC- Special Constr Resource settlement information is provided under the Standard Settlement reporting structure.

Who can expect to incur a Credit or Charge?
Credits
Market Participants with an ownership share in a resource paid for NCPC and identified as a Special Constraint Resource.
Charges
Market Participants making the request to change the commitment of a generating Resource or the incremental loading on a previously committed generating Resource will be charged for the NCPC associated with the requested generation service.

Bill Detail
The hourly services bill contains the net of charges and credits for NCPC - Special Constr Resource in the bill roll-up line item entitled "Real-Time NCPC". Individual information for NCPC - Special Constr Resource is also reflected on the Bill Details/Adjustment Report (BL_DETAILS). The information is shown in section "Standard Settlement Details" for the initial settlement billing, and section "Bill Adj Detail" for the Data Reconciliation Process resettlement billing.

SS_NCPCSCR Summary of a Participant's daily NCPC - Special Constr Resource credits by generator, and Summary of a Participant's allocation of Pool NCPC - Special Constraint Resource charges, issued upon settlement of the Market Day.
FERC EQR
NCPC - Special Constr Resource is reported on the SP_EQR report, available on a monthly basis one month after the given settlement, as referenced in the FERC EQR mapping line item NCPC - Real-Time.
